Every GovCon program is taught by someone who left the arena. This one runs inside it: six months on BHPE's live federal pipeline — real solicitations, real vendor calls, real pricing, submitted under the name of the people teaching you. The record behind the desk is public: 130 prime awards, $14.15M+ obligated, 19 agencies, 34 states and territories since May 2024 — USAspending.gov, as of the September 2026 export.

One tuition, two ways through

Both paths include the full curriculum — solicitation analysis, vendor outreach, pricing, quote assembly — a guaranteed seat in the live-bid practicum on BHPE's pipeline, a principal-reviewed capstone, and, on completion in good standing, eligibility to sign BHPE's Associate Agreement (20% of gross profit on covered awards — a separate, no-cost agreement with a separate company). You build; the desk submits — until your first award lands. Then submission itself, and execution, join your curriculum.

EARN-BACK

The 100-Quote Challenge: submit 100 qualifying quotes in 6 months and your tuition is rebated in full. All or nothing — 99 earns $0.

A qualifying quote is real work: responsive to the solicitation's requirements, valued at $20,000 or more, delivered to the desk at least 24 hours before the due date. One hundred of them is $2M+ of federal work quoted in six months.

No profit share on work during the term. Earn-Back tuition sits in reserve until the Challenge resolves. And there's an off-ramp: switch to Leverage at any time — a one-way, final move that ends the Challenge.

LEVERAGE

A dedicated virtual assistant (20 hrs/week) and premium AI research-and-drafting tooling for the full term, the pool open to you from day one — and the 20% Associate Agreement signed at enrollment, not at completion.

The goal: 100 submitted proposals during the term. A program goal, not a commitment or guarantee.

Your company, prime contractor

For operating businesses adding government contracting as a line of business — a flooring company filling its off-season, or something unrelated entirely. BHPE is niche-agnostic and so is the playbook. You bid under your own CAGE and keep 100% of your own awards — no profit share, ever.

  • Infrastructure build-out — SAM.gov and CAGE stand-up, socioeconomic certification roadmap where applicable, quoting and estimating systems, job-cost and invoicing basics

Teaming with BHPE on specific opportunities happens deal-by-deal under separate written agreements — never assumed, never required. A Prime enrollment takes two of the month's 10 seats.

The Residency is education and supervised practice offered by BHR LLC — not employment or job placement. BHPE LLC is a separate company; commission roles are governed by a separate agreement with BHPE, are compensated only by commission on awarded contracts, and no income is guaranteed. The Earn-Back rebate is all-or-nothing: 100 qualifying quotes within the 6-month term earns a full tuition rebate; fewer earns none. Up to 10 seats per month across both tiers (a Prime enrollment uses two); application required. Not offered to residents of Oklahoma. Every agreement is published in full.

§ The desk rules

The count is honest, and you can watch it

Every Earn-Back number that matters is written down before you pay, and the tracker that counts them is visible to you the whole term.

  1. Your side: claim it, build it to count

    A live pool of open federal and state solicitations, added to daily — always more work than residents. Claim one in the tracker and it's yours alone: one resident per solicitation, first claim wins. A quote counts when it's responsive to the solicitation's requirements, valued at $20,000 or more, and at the desk at least 24 hours before the due date — under that, the desk may still take it, but no clock, no protections.

  2. Our side: submitted or returned, nothing in between

    The desk does one of two things with an on-time package: submits it under BHPE's name — it counts — or returns it with written reasons, within 2 business days of receipt or before the deadline, whichever comes first. Neither happens? It counts. A return isn't a strike — revise and resubmit; the earlier you deliver, the more room for that loop. Every receipt, action, and count logs to a shared tracker you can see — the official record, no end-of-term arguments.

§ The term

Six months, in order

Every step below is a clause in the enrollment agreement, not a promise made on a call.

  1. Desk account, day one

    A name@bh.pe mailbox under the published Desk Email Policy. Vendors answer a real contractor's domain, not a personal inbox — and the policy says exactly what the account may and may not be used for.

  2. The pool and the tracker

    Open federal and state solicitations, refreshed on business days. You claim one in the shared tracker and it's yours alone — one resident per solicitation, first claim wins.

  3. Build the quote

    Vendor pricing from your desk account, the package assembled to the solicitation's requirements, delivered to the desk at least 24 hours before the due date.

  4. Submit or return

    Within 2 business days or before the deadline, whichever comes first, the desk submits it under BHPE's name or returns it with written reasons. Revise and resubmit — no limit.

  5. The live-bid practicum

    No fewer than three live opportunities worked under principal supervision — a guaranteed deliverable in the agreement, not a stretch goal.

  6. First award

    Until it lands, the BHPE team performs every submission itself. After it, submission and contract execution join your curriculum.

  7. Capstone, then the Associate Agreement

    A principal-reviewed capstone closes the term; completion in good standing opens BHPE's Associate Agreement — free, with a separate company. Leverage residents sign it at enrollment instead.

What this is — and isn't

Six months of education and supervised practice on live federal and state solicitations, run by the people who price and perform BHPE's own contracts — from a desk account on BHPE's own domain, calling real vendors for real pricing, with nothing going out to any agency without principal sign-off.

And the part most programs won't say out loud: the Associate Agreement itself is free. Applicants with equivalent experience can qualify for it through BHPE's application process without ever enrolling. Tuition buys the education, the practicum, and the leverage — nothing else.

§ Questions applicants ask

Answered from the agreements, not from memory

  • Do I need a company, a CAGE, or a SAM registration?

    Individual: no. You work on BHPE's pipeline, quotes go out under BHPE's name, and the desk submits them until your first award. Prime: yes — it's your CAGE and your awards, and standing up SAM and CAGE is part of the build-out.

  • What if I finish the Challenge at 97?

    No rebate — it's all or nothing, and the agreement says so in bold. Everything else stands: the curriculum, the practicum, the capstone, and Associate eligibility on completion in good standing. You can also switch to Leverage at any point before then.

  • Can I switch paths?

    Earn-Back into Leverage: any time, by written election — one-way, irrevocable, and it ends the Challenge; Leverage benefits start within five business days. Leverage into Earn-Back: never.

  • Who owns the vendor relationships I build?

    They're built from a BHPE desk account and remain BHPE's business records, and the Associate Agreement's 24-month non-circumvention covers relationships introduced through BHPE. You keep everything you learned; the rolodex stays with the desk.

  • Is the Associate Agreement really free — and do I need the Residency for it?

    No fee, ever. Equivalent experience qualifies through BHPE's own application without enrolling; the Residency is the supervised practicum that builds that experience.

  • Who can't enroll?

    Residents of Oklahoma (the Residency isn't offered there), anyone under 18, and anyone who would borrow the tuition — the agreement has you confirm the funds are your own. Prime clients organized or located in Oklahoma are excluded the same way.
