Not a course. A seat at the desk.

Every GovCon program is taught by someone who left the arena. This one runs inside it: six months on BHPE's live federal pipeline — real solicitations, real vendor calls, real pricing, submitted under the name of the people teaching you. The record behind the desk is public: 119 prime awards, $12.37M+ obligated, 19 agencies, 34 states and territories since May 2024 — USAspending.gov, as of the July 2026 export.

The Residency is education and supervised practice offered by BHR LLC — not employment or job placement. BHPE LLC is a separate company; commission roles are governed by a separate agreement with BHPE, are compensated only by commission on awarded contracts, and no income is guaranteed. The Earn-Back rebate is all-or-nothing: 100 qualifying quotes within the 6-month term earns a full tuition rebate; fewer earns none. Up to 10 seats per month across both tiers (a Prime enrollment uses two); application required. Every agreement is published in full.

§ The desk rules

The count is honest, and you can watch it

Every Earn-Back number that matters is written down before you pay, and the tracker that counts them is visible to you the whole term.

  1. Your side: claim it, build it to count

    A live pool of open federal and state solicitations, added to daily — always more work than residents. Claim one in the tracker and it's yours alone: one resident per solicitation, first claim wins. A quote counts when it's responsive to the solicitation's requirements, valued at $20,000 or more, and at the desk at least 24 hours before the due date — under that, the desk may still take it, but no clock, no protections.

  2. Our side: submitted or returned, nothing in between

    The desk does one of two things with an on-time package: submits it under BHPE's name — it counts — or returns it with written reasons, within 2 business days of receipt or before the deadline, whichever comes first. Neither happens? It counts. A return isn't a strike — revise and resubmit; the earlier you deliver, the more room for that loop. Every receipt, action, and count logs to a shared tracker you can see — the official record, no end-of-term arguments.

What this is — and isn't

Six months of education and supervised practice on live federal and state solicitations, run by the people who price and perform BHPE's own contracts. Real vendor calls, real pricing, real deadlines — under supervision, with nothing going out to any agency without principal sign-off. Until your first award lands, the BHPE team handles submission itself; after it, submitting and executing become part of what you learn.

It is not a job, a salary, a franchise, or an investment. No income, award, or business result is guaranteed — anyone who tells you otherwise doesn't speak for us.

And the part most programs won't say out loud: the Associate Agreement itself is free. Applicants with equivalent experience can qualify for it through BHPE's application process without ever enrolling. Tuition buys the education, the practicum, and the leverage — nothing else.
